Pat Munro appointed as lead contractor for Elgin Levelling Up Fund projects

Pat Munro Construction is proud to announce its appointment by Moray Council as the lead contractor to deliver a series of transformational projects in Elgin, supported by the UK Government’s Levelling Up Fund (LUF). 


First phase: Cooper Park 
The first element of the programme will focus on Cooper Park, where enabling works have already begun. Early investigations have included specialist drainage surveys at the pond to clear blockages and inform long-term improvements for water level management. 
Within the next six months, work will commence on a package of enhancements designed to improve both the amenity and accessibility of the park. These include: 

  • Restoration of the pond 
  • Upgraded play areas and walking routes 
  • New planting to increase biodiversity
  • Alterations to the existing toilet block to create a café with modern public toilets, including a Changing Places facility 

Looking ahead 
Alongside Cooper Park, design and planning are also advancing on the wider programme of works, which will deliver: 

  • Improvements to Elgin town centre 
  • Safer and more accessible active travel routes
  • Redevelopment of the former sawmill site, bringing new life to this important location 

A step forward for Elgin 
The Levelling Up Fund programme represents a significant investment in Elgin’s public spaces, town centre, and travel infrastructure. As lead contractor, Pat Munro Construction is committed to working in partnership with Moray Council to ensure the successful delivery of these key projects.
